Tourist Travel Requirements to Cebu City

  • Effective June 14 until July 24, 2021, all persons originating from the Province of Bohol, the Province of Negros Oriental, and the Province of Negros Occidental who enter the Province of Cebu through all of its ports of entry shall be required to present the following:
    • Negative RT-PCR Test Result taken seventy-two (72) hours before departure from their place of origin; OR
    • Negative Rapid Antigen Test Result taken at least forty-eight (48) hours before departure from the place of origin.
  • NOTE: The DOH is charged with the responsibility of conducting a Rapid Antigen Test in all ports of origin upon arrival of all persons traveling to the Province of Cebu who do not possess either of the above results. The Philippine Ports Authority and the Philippine Coast Guard shall assist the DOH by screening all persons traveling to Cebu.

 

 

 

Reminders
  • All passengers and personnel should wear face shields and face masks when accessing Mactan-Cebu International Airport Terminal premises and during their flight. Face shield should sufficiently cover nose and mouth.
  • Persons with incomplete documents shall not be allowed to board the aircraft.
  • Confirmed Round Trip Plane Ticket must also be presented (except for LSI and ROF)

Individuals classified as APOR:

  1. Health and emergency frontline service personnel

  3. Duly authorized humanitarian assistance actors (HAAs)
  4. Persons traveling for medical or humanitarian reasons
  5. Persons going to the airport for travel abroad
  6. Anyone crossing zones for work or business permitted in the zone of destination, and going back home

APOR shall not be required to undergo mandatory testing or quarantine protocols of the LGU of destination if they comply with the following:

  • Valid ID
  • Medical Certificate
  • Passed symptom checking or screening at the port upon arrival and upon boarding.
  • Strictly comply with the minimum health standards

  GOVERNMENT APORs

  • Valid ID from their government agency
  • Original Travel/mission order by the Department Secretary or designated official
  • Passed symptom checking or screening at the port upon arrival and upon boarding.

Notes
  • Exemptions from the Letter of Coordination and Quarantine / PCR Swab Test Requirements:
    • Transiting pax in Manila provided they will show proof of port of origin (e.g. boarding pass, ticket)
    • Originating pax from Cebu City who are classified as APOR (Cebu City based worker/employer who will have a short visit to Manila)
  • Passengers under the classification above who cannot provide a Letter of Coordination will be accepted upon check-in, and will need to call/coordinate with their barangays before boarding
  • Upon arrival in Mactan Cebu Airport, passengers without a Letter of Coordination will need to approach the kiosk of the Cebu City LGU for validation and confirmation of acceptance.
  • For passengers coming from LGU/ area with NO RT-PCR test center:
  • A Certification from the LGU of origin stating unavailability of test along with a signed memorandum of undertaking by the traveler that he/she will undergo a RT-PCR test upon arrival, must be presented:
    • Once arrived, said traveler must present negative RT-PCR test result to the barangay within three (3) days and he/she can avail the test from:

­-  Any private DOH-accredited molecular laboratory

– Cebu City designated free swabbing centers (seaport, CHD covid clinics) upon                                            presenting their travel coordination permit (S-Pass)

OFWs/ROFs are covered by existing national guidelines from the IATF, DOT, OWWA, and other agencies which shall likewise apply for Cebu City bound ROF and OFWs as well.

RETURNING LOCAL RESIDENTS / APOR (Authorized Persons Outside of Residence) / DOMESTIC TOURISTS

No need to present Acceptance Letters, Travel Authority, Negative RT-PCR Test, Medical Certificates, and other travel documents (“No RT-PCR, No Quarantine” policy) provided that:

  • Passenger does not exhibit any symptoms and passes the symptoms screening tests at ports of entry and exit. The Mactan Cebu International Airport and GMR-Megawide Cebu Airport Corporation are directed to provide strict health assessment supervised by medical doctors to all arriving domestic passengers in the airport, and to put in place a referral system for travelers who exhibit symptoms.
  • Passenger shall wear face mask and face shield, observe physical distancing, comply with contact tracing requirements, and other public health standards mandated within Lapu-Lapu City.
  • For domestic tourists, all hotels and resorts shall implement health assessment and contact tracing measures before allowing a guest to enter hotel or resort.
  • The City of Lapu-Lapu shall no longer issue medical certificates and notice of availability to travel for residents departing for local or international destinations.

  • Passenger shall have a pre-booked accommodation for at least six (6) nights in an accredited hotel or facility where they shall isolate immediately upon arrival.
  • Passenger shall undergo RT-PCR test at the hotel/facility on the 6th day from date of arrival.
  • If the traveler test negative of COVID-19 and can show proof of vaccination from COVID-19, he/she shall no longer be required to continue isolating. However, if the traveler has a negative result but not yet vaccinated, he/she shall be allowed to go home but continue isolating for the remainder of the 14-day quarantine.

Notes
  • Documentary requirements must be submitted prior to travel to the city of Mandaue thru the City Tourism Office: tourism@mandauecity.gov.ph and mandaue_tourism@yahoo.com.ph
  • A Certificate of Acceptance or Travel Authority shall not be necessary before a person may be allowed entry to Mandaue City. Instead, the City Tourism Office shall send an email reply to the person concerned confirming receipt of the submitted documents and validating that the documents are complete and in order.
  • The City Tourism Office shall be authorized to issue such confirmation / certificate to the requesting party.
  • Considering that there may be LGUs that would require additional documents not mentioned under IATF Resolution No. 101, such as they deem necessary and reasonable, the City of Mandaue may issue the necessary documents/ certifications for persons coming from Mandaue City as may be required by the receiving LGU.
